The strategy is a cooperative venture between Australian, state and territory governments, non-government organisations, and private industry. It adopts a comprehensive approach to reducing and preventing drug-related harm, encompassing licit drugs such as alcohol, tobacco and pharmaceuticals as well as illicit drugs. The strategy includes a range of strategies that cross health, law enforcement and education.
